The Rhode Island state legislature passed a law last week that will allow consumers to obtain short-term, small-dollar loans from small banks or credit unions, after failed attempts to limit a payday lending industry that has been blamed for creating a sub-prime mortgage crisis in other states.
The measure, which will allow the state’s 14 banks to make short-term loans to consumers who have to pay their bills within 14 days, passed in the State Senate this week and is now headed to the desk of Gov. Donald L. Carcieri (R).
“This is a good day for Rhode Island,” said Senator Brian T. Kennedy (D). “Banks can now get back into the business of making small loans to people who need them.”
The new law, which will go into effect this April, is part of a broader initiative by state lawmakers to find ways to reform the state’s $22 billion economy, which has been battered by the credit crisis and the widespread deregulation of the financial industry.
Other efforts have included a ban on the issuance of unsecured loans with higher interest rates than consumer installment loans, a ban on the ability of financial institutions to charge consumers more than 36 percent annual interest on credit cards, and legislation that will force consumers who use prepaid debit cards to pay a fee.
