If you’ve ever had a large download from a web site fail part way through and been forced to restart it from the start (especially annoying when it dies at 90% or so) then you’ll appreciate what URL Resume can do for you.
The URL Resume application was designed to be a simple command line HTTP file transfer utility that has the ability to resume a partially complete web download. For this to work the server must be HTTP 1.1 compatible (which many are these days).
Usage is very easy. Firstly, ensure that the part of the file that has already been downloaded is in the current directory. Then use the command:
urlresume full_url [-p proxy_url]
where full_url is the full URL of the file you’re trying to get. The leading http:// can be omitted (only http URLs are supported).
If the site is password protected, you can include your userid and password in the standard format, EG http://userid:password@www.securehost.com/doc.html This will cause urlresume to send an HTTP ‚Basic‘ authorisation.
A proxy can be specified using the -p switch. This will typically take the form: urlresume www.company.com/files/file.zip -p proxy.myisp.com:8080
Hint: if you originally tried the download from Netscape, right click the link and select ‚Copy this Link Location‘ then paste the URL to the command line.

URL Resume uses the underlying TCP protocol and does not override the browser’s request timeout values.
The HTTP response codes will be handled correctly. Some web sites do not recognise a single byte of a download and send an HTTP 302 status code in the place of a 200.
URL Resume is not a Web Server and you cannot configure URL Resume from the command line.
URL Resume doesn’t attempt to automatically renew the connection and it won’t provide you with a signed certificate. You need to do that manually.
URL Resume is an open-source project that will be maintained by the author, so there is no support. This is the free version. If you want support, email me or read my license and contact info.

URL Resume Free Download is a command line program to resume broken downloads.

Firstly it will attempt to connect to the site and get a list of URLs to download. If a site is unable to be accessed (whether via HTTP 1.1 or not) then it will simply attempt to resume the last download.
Secondly, if the site is HTTP 1.1 compatible, it will start the download and will automatically resume once the whole file has been downloaded. If you have a resume token, it will use that rather than trying to start over. If you have a proxy to use, you can do so.
URL Resume will do almost anything that Internet download managers can do. It is mainly intended for resumeing of failed downloads.
URL Resume is licensed under the GNU GPL so it can be freely distributed (and is provided under the Lesser GPL license).
You can find a list of URLs to be downloaded in /etc/urlresume.conf by creating the file with this line:

There is no magic, it’s just an httpd server that starts a download when you request a given URL. It’s simple. And it’s probably the simplest way to resume an interrupted download.

I have tried both the above answers, but what I needed was another way, and I think it can be described as a combination of these two methods.
With Wget, here is what I did.
I opened the URL with a browser, so that it loads the file with a user-agent (a number of characters in the User-Agent header). So, when I check the User-Agent, I will know that the download was done with a web browser. So, when Wget successfully starts the download, then I have a chance to copy the URL and open it on the command line.
Sometimes, when I try the download, the site starts up only after some time, when a certain file has already been downloaded. So, in that case, I am willing to wait for the site to fully load.
Once Wget starts the download, if it fails in the middle (and the User-Agent does not match), I do a Ctrl+C in the terminal window of the Wget. Now, the user-agent and the URL are copied. I open the URL on the command line. If the command line opens the URL in a browser, then I know the download was successful. Now, I can continue with Wget.
I run this script with cron every night. It downloads about 5GB a night. I am sure it can be optimized, but I know it does the job.
I think this is also a good solution for the problem, as several answers stated that the problem is the timeout, but Wget will often fail when it is unable to get the web server. If you copy
